545.21 CONVERSION, DESTRUCTION OR IMPROPER REMOVAL OF LIBRARY PROPERTY.
   (a)   Whoever willfilly or negligently detains or fails to return to the public library any book, magazine, pamphlet, manuscript, picture, clipping or other property belonging to such public library, within thirty days from the date of the posting by registered mail of a notice addressed to such person at the last address furnished the public library and which notice may be given at any time after the date on which such person should have returned the loaned property, shall be presumed to have converted the same to his use, and shall be guilty of a minor misdemeanor. No penalty shall be imposed in any case where restitution in value shall have been made prior to the expiration of such thirty-day period.
   (b)   No person shall willfully destroy, deface, mar or mutilate any book, magazine, pamphlet, manuscript, picture or other property belonging to a public library.
   (c)   No person shall knowingly and willfully remove any book, magazine, pamphlet, manuscript, picture, newspaper, phonograph record, tape recording or other property belonging to a public library, from such public library, without first properly checking out such book, magazine, pamphlet, manuscript, picture, newspaper, phonograph record, tape recording or other library property.    (d)   Whoever violates this section is guilty of a misdemeanor of the third degree.
