(a) No person shall dump or allow to accumulate any litter or solid waste on any public or private property or in a public trash receptacle, or place not licensed pursuant to or designated as an authorized dumping site by the City of Cleveland Heights.
(b) The Mayor or designee is hereby authorized to send written notice to violators to remove debris illegally dumped. If the violator fails to comply with this order within three days, the City may remove the debris. The violator shall be liable for a civil penalty equal to three times the cost of such removal services.
