527.15 REFUSE PLACED FOR COLLECTION; PRIVATE SCAVENGING PROHIBITED.
   (a)   Notwithstanding other provisions of this chapter, it shall not be unlawful to properly deposit or place on public or private property refuse for waste collection, provided that such refuse is placed or deposited so as not to be strewn or scattered on any public or private property.

   (b)   No person shall engage in scavenging or salvaging refuse set out by property owners or occupants for collection or brought to the curbline by City collectors in the process of collection, whether such refuse is in containers or not; provided, however, that nothing herein shall prohibit any person from taking for his own personal use and not for resale, usable furniture, appliances, or building materials which are placed on a treelawn for collection on a collection day or the preceding evening and which are not in a garbage bag, box or other container. Any person removing usable furniture, appliances or building materials may do so only prior to 9:00 p.m. on the evening preceding collection day, and after 6:00 a.m. on the day of collection.
