No person shall throw or deposit any commercial or noncommercial handbill in or upon any sidewalk, street or other public property. No person shall hand out or distribute or sell any commercial handbill on any public property. However, it shall not be unlawful on any sidewalk or street or, unless specifically prohibited by the controlling governmental agency, on any other public property for any person to hand out or distribute, without charge to the receiver thereof, any noncommercial handbill to any person willing to accept it, provided that the person making such distribution shall not hamper nor interfere with pedestrian or vehicular traffic. No person shall distribute any handbill in any public park except a handbill used in connection with a program offered in such park.
