No person shall throw, deposit or sweep into any gutter, sidewalk, tree lawn, street or other public property any filthy or stagnant water or the accumulation of litter from any building or lot or from any public or private sidewalk, tree lawn or driveway. Persons owning, occupying or in control of property shall keep the sidewalk, tree lawn, tree well and planter in front of their premises free of litter.
