No person shall upset, damage, tamper with or destroy a public or private receptacle designed or used for the deposit of litter or cause or permit its contents to be deposited or strewn on public or private property.
No person shall dispose of household trash, business trash, building material, industrial waste or hard trash accumulated in residences or places of business in litter receptacles located on premises not owned or controlled by such person or without the permission of the person owning or controlling such premises.
