Wherever City officials, boards, commissions or other public bodies are authorized by Charter or the Codified Ordinances to promulgate rules and regulations, such rules and regulations shall be put in writing and kept on file with the Clerk of Council, unless otherwise provided by law. All such rules and regulations are matters of public record and shall be available for inspection as provided in Chapter 105.
