(a) Any resident of the City may make application to the Director of Finance on forms prescribed by the Director for the privilege of using the facilities of a nonmetered parking lot or the nonmetered portion of any parking lot or facility. When the application is approved by the Director and upon payment of the fee prescribed in Section 355.07, the Director shall issue a permit to the applicant, which shall entitle the applicant to park at any time the passenger vehicle described in such application in any unoccupied nonmetered space within the parking lot or facility specified in the permit during the rental period covered by such permit. Permits may be renewed for additional rental periods upon payment of the prescribed fee.
(b) Any permit issued under the provisions of this chapter shall not be transferable to another owner, provided, however, that the Director of Finance may issue a transfer permit for another passenger vehicle owned by the permit holder upon receipt of a transfer application and payment of the transfer fee prescribed in Section 355.07.
