(a) No person shall park or stand a motor vehicle upon or in any off-street parking site or facility in violation of the rules and regulations then in force governing the use and operation of such facility or without paying the rental charge therefor.
(b) If, with respect to any off-street parking site or facility, the rules and regulations adopted and approved by Council do not provide for the installation of parking meters upon such site or facility or do not provide for meters upon a portion only of such site or facility, but do p;rovide that parking upon or in such nonmetered facility or nonmetered portion of such facility shall be by virtue of permit only, no person shall park or stand any passenger vehicle, truck, trailer or other equipment in such nonmetered Municipal parking lot or facility or nonmetered portion thereof, unless he is the holder of a permit which is in full force and effect and issued pursuant to the provisions of this chapter.
