It is hereby declared necessary for the orderly and lawful accounting of revenues and expenditures of the City to be carried out by the Department of Finance that certain funds as listed hereinafter be established. From time to time by law, ordinance or administrative order, additional funds may be established or funds considered no longer necessary may be deleted as deemed necessary by Council or the Mayor.
