150.02 MEMBERS.
   (a)    The Committee shall consist of eight (8) members, four (4) of whom shall be appointed by City Council and three (3) by the Mayor subject to Council approval by majority vote. An additional non-voting member shall be the City Administrator who shall serve as the Committee’s Co-chair. Voting members shall all be residents of Cleveland Heights and Council’s appointments shall include: one (1) resident to represent the interests of bicyclists; one (1) resident to represent the interests of transit users; one (1) resident to represent the interests of mobility challenged persons; and, one (1) resident to represent the interests of the Cleveland Heights business community. A good faith effort shall be made to have the appointments reflect the City’s goal of racial, social and geographic diversity. Each person appointed, whether by the Council or the Mayor, shall have submitted an application to serve on the Committee and may be asked to participate in an interview with the Council.
   (b)    Appointed membership shall be for a two (2)-year term, expiring on the last day of December.
   (c)    City Council, by majority vote, may remove an appointed member who misses a majority of the Committee’s meetings in a calendar year and declare that member’s position vacant.
   (d)   Vacancies shall be filled by appointment, for the remainder of the unexpired term, in the same manner as original appointments are made: a vacancy in a position appointed by Council shall be filled with a member appointed by Council, and a vacancy in a position appointed by the Mayor and approved by Council shall be filled with a member appointed by the Mayor subject to Council approval by majority vote.
   (e)    No compensation shall be paid to any appointed member of the Committee for services performed.
   (f)   City Council President shall designate a Council member as a non-voting liaison between Council and the Committee.
