144.01 ESTABLISHMENT; COMPOSITION, TERM AND VACANCY.
   There is hereby established in the City an Administrative Services Commission which shall consist of seven (7) members appointed by the Council, none of whom shall be a City employee. The original appointments for the terms beginning November 1, 1982 are to consist of four (4) members appointed for a four (4) year term, and three (3) members appointed for a two (2) year term. Thereafter, all appointments to the Commission shall be for a four (4) year term. Vacancies shall be filled for the remainder of unexpired terms in the same manner as the original appointments. The Mayor or designee, and the Chairman of the Administrative Services Committee of Council, or in his or her absence a member of that Committee, shall attend meetings of the Commission.
