Unless lawfully within a designated delivery area, no person shall obstruct a fire lane by parking, stopping or standing a motor vehicle, whether such vehicle is attended or unattended, or by constructing or having located in a fire lane, a fence, barricade or other obstruction of any kind or description. A barricade or fence which is readily removable or through which access may be gained by fire-fighting equipment and personnel without delay, is not prohibited by the terms of this section, provided such barricade or fence shall not be locked in any manner at any time.
