1505.01 BUREAU CHIEF MAY ESTABLISH LANES; CONDITIONS.
   (a)   The Chief of the Bureau of Fire Prevention is authorized to establish fire lanes on either public or private property within the City upon finding that the following conditions exist:
      (1)   That a fire lane is necessary for safeguarding life and property from the hazards of fire and explosion and for the use and occupancy of buildings, structures and adjacent property.
      (2)   That the fire lane is incident to a retail, commercial or manufacturing use or other use where it can be reasonably expected that the public will assemble in sufficient numbers so that the presence of the public and their motor vehicles, if not controlled, will interfere with the operation of fire-fighting equipment and personnel and the egress of occupants in case of fire.
   (b)   Further, the Chief of the Bureau of Fire Prevention may, at the time of original establishment of the fire lane or at any other time, designate an area within the fire lane which may be used for deliveries to and from the establishment or establishments to which the fire lane appurtains. No vehicle utilizing such designated delivery area shall remain in the delivery area for more than thirty minutes, and the driver of the vehicle shall remain on the premises to which delivery is being made at all times that the vehicle is parked within the delivery area and be readily available to move the vehicle in the event of an emergency. Delivery areas shall be clearly marked and signed. Prior to designating a delivery area, the Chief of the Bureau of Fire Prevention shall make a finding that the delivery area is necessary for the operation of the business or businesses requesting the delivery area and that the delivery area will not adversely affect the public safety.
