In addition to the requirements set forth above and in the Business Maintenance Code, owners of vacant business structures, as defined in Section 1369.17, must also adhere to the following to prevent structures from being a burden to the community and/or a threat to the public peace, health, or safety:
(a) Owners must actively maintain and monitor vacant business structures. Active maintenance and monitoring shall include all of the following:
(1) Maintenance of landscaping in good condition;
(2) Maintenance of the exterior of the building in good condition including, but not limited to paint, finishes, and immediate repair of broken glass;
(3) Immediate removal of all exterior trash, debris, and graffiti;
(4) Necessary measures to prevent criminal activity on premises;
(5) Abatement of any nuisances as ordered by the City.
(b) All structural openings which face the street or other public areas including, but not limited to, windows and doors shall not be papered, soaped, blacked out or boarded up.
(c) Owners must comply with any lighting plans required by the Police Chief to prevent vandalism, vagrancy, and other crimes. Such lighting plans may include lighting of the exterior of a vacant business structure, its surrounding property, walkways, parking or loading areas.
