Upon presentation of proper credentials, the Building Commissioner or his authorized agent may enter at all reasonable times, or at such other times as may be necessary in an emergency, any building, structure or premises in the City included in the scope of this Business Maintenance Code to perform any duty imposed on them by this Code.
