(a) In every multiple dwelling, all public hallways, corridors and stairways shall be provided at all times with natural or artificial illumination equal to at least three (3) foot-candles on every part of such area.
(b) All other common areas, such as boiler rooms, laundries, basements, locker rooms, meter rooms and cellars, shall be provided with electrical lighting facilities, which, when lighted, will provide illumination equal to at least three (3) foot-candles on every part of such area.
(c) The Building Commissioner shall have the authority to increase the requirements of subsections (a) and (b) hereof if, in his opinion, the degree of reflected light is not adequate for safety.
(d) In addition to the requirements contained in subsections (a), (b) and (c) hereof, the following are required to be maintained:
(1) An approved UL listed pull-chain fixture at the following locations:
A. At the distribution panel.
B. At the furnace area.
C. At the laundry area.
(2) A fixture at the foot of the basement stairs shall have a switch control at the top of the stairs.
