1351.29 EXTERIOR AND INTERIOR PROPERTY AREAS.
   (a)   Exterior Property Areas. No owner, agent or occupant of any premises shall maintain or permit to be maintained at or on the exterior property areas of such premises any condition which deteriorates or debases the appearance of the neighborhood; or reduces property values in the neighborhood; or creates a fire, safety or health hazard; or which is a public nuisance; including, but not limited, to the following:
      (1)   Broken or dilapidated fences, walls or other structures.
      (2)   Improperly installed or maintained public sidewalks. For purposes of this section, "improperly installed or maintained public sidewalks" mean having failed to pass an inspection which includes, but is not limited to, the items contained in Appendix Schedule VII of this Housing Code. Public sidewalks or portions thereof, if removed, shall be replaced. Further public sidewalks shall be concrete, stone or an approved equivalent. It shall also, for purposes of this section, be deemed properly installed and maintained for asphalt to pass from the drive to the apron over the public sidewalk if there is no difference in grade between the asphalt and public sidewalks on either side.
      (3)   Improperly installed or maintained driveways or service walks. For purposes of this subsection, "improperly installed or maintained driveways or service walks" mean having failed to pass an inspection which includes, but is not limited to, items contained in Appendix Schedule VIII of this Housing Code. For purposes of this Code, service walks may be removed without replacement so long as the areas are properly landscaped in their place. Proper landscaping shall include, among others, trees, shrubs, grass or other live ground covering, organic ground covering, or decorative inorganic ground covering.
      (4)   Out-of-use or nonusable appliances, dilapidated automobiles or automobile parts.
      (5)   Rugs, rags or other materials hung on lines or in other places on such premises, which materials are not being used for general household or housekeeping purposes; broken, dilapidated or unusable furniture, mattresses or other household furnishings; plastic materials, paints, miscellaneous coverings and/or any other materials, including those described in this section, placed at or on the premises in such a manner as to be patently unsightly, grotesque or offensive to the senses.

      (6)   Litter, including, without limitation, litter on the public sidewalks, treelawn, tree well or planters.

   (b)   Interior Property Areas. Interior property areas of all premises shall be kept free of objects or materials or conditions which create a health, accident or fire hazard.
