(a) Owner. The owner of every multiple dwelling or his appointed agent shall be responsible for maintaining in a safe, clean and sanitary condition the shared or common areas of the premises, and such common areas shall be maintained available to tenants at all reasonable times.
(b) Occupant. The occupant of a dwelling unit in any dwelling structure shall be responsible for maintaining in a safe, clean and sanitary condition that part of the dwelling unit, dwelling structure or premises which he occupies and controls.
