1351.09 REQUIRED VENTILATION AREA AND SCREENS.
   (a)   Every habitable room shall be provided with natural ventilation by one (1) or more operable windows or approved equivalent. The aggregate operable area of such ventilation openings shall be not less than five percent (5%) of the habitable floor area of the room served by them. For purposes of this section, "operable windows" means windows which are not painted, nailed or in any other manner prevented from being raised or lowered and which have sash cords or other mechanical devices capable of maintaining any opened window in the opened position. For purposes of this section, a window without such devices which, nonetheless, remains in an open position shall not be considered operable. All windows shall have the necessary hardware to lock securely. (Ord. 158-2004. Passed 10-18-04.)
   (b)   Clear, unprinted plastic sheets intended for and used for insulation purposes may be attached to the exterior of the windows and doors of any dwelling from October 1 to May 1 of each year, provided they are installed and maintained so as to prevent the plastic from becoming unattached or torn.
