1345.02 RIGHT OF ENTRY.
   (a)   Unless entry is refused by an owner or his agent, upon presentation of proper credentials, the Building Commissioner may, at all reasonable times, enter any dwelling structure, other structure or property in the City to perform any duty imposed upon him by the Housing Code.
   (b)   When a property owner denies the Building Commissioner entry onto his property for the purposes of making an inspection, the Commissioner may apply for and obtain a search warrant in order to gain access to such property.
   (c)   Nothing contained in this section shall limit the right of immediate entry by the Building Commissioner onto any property in the City when he determines that an emergency exists.
