1345.01 INSPECTIONS AUTHORIZED; FEES.
   (a)   The Building Commissioner is authorized to make or cause to be made inspections of all structures or premises used for dwelling purposes and all secondary or appurtenant structures to determine whether such structures or premises conform to the provisions of this Housing Code.
   (b)   An owner of a dwelling structure containing one (1) or more dwelling units may secure an inspection of his property to determine its compliance with the terms of this Housing Code by submitting to the Building Commissioner a written request for inspection, such request to be accompanied by the same inspection fee as charged for a point-of-sale inspection for such property.
   (c)   The owner of any dwelling structure or land upon which such structure is located, who enters into an agreement to convey an interest in such land or structure, shall obtain from the Building Commissioner a Certificate of Inspection, pursuant to the requirements of Chapter 1329 of the Codified Ordinances, entitled "Point of Sale Inspection".
