1333.04 ADDITIONAL STANDARDS FOR ABRASIVE BLASTING OR POWER SANDING.
   (a)   A permit may be issued for abrasive blasting or power sanding when it has been determined by the Building Commissioner that the surface coating(s) to be removed contain less than 0.5 percent lead by weight, or less than 1.0mg/cm2, determined by using laboratory methods such as Atomic Absorption Spectrometry (AAS) or emission spectrometry (ICP-AES).
   (b)   All stages of the required paint analysis, including field sampling, shall be performed by an independent testing laboratory. Inconclusive or incomplete reports shall not be accepted. When results or inpartiality are suspect, the Building Commissioner may require the contractor to furnish analysis by an organization satisfactory to the Building Commissioner.
   (c)   A permit may be issued for abrasive blasting or power sanding without paint analysis if the equipment to be utilized contains a filtration device capable of simultaneously capturing all dust and other materials generated by the blasting or sanding.
   (d)   In addition to the regulations set forth in Section 1333.03, the following conditions shall be observed when using abrasive blasting or power sanding:
      (1)   No operation shall take place outside the hours of 8:00 a.m. and 6:00 p.m.
      (2)   All operations shall be fully shielded on all sides, vertically and horizontally, by tarpaulins or other screening so as to prevent vapor, particles, dust and debris from falling on pedestrians, vehicles, public thoroughfares, or adjoining property unless a filtration device is utilized as set forth in subsection (c) hereof.
