1317.01 REGISTRATION CERTIFICATE REQUIRED; EXCEPTIONS.
   (a)   On or after September 18, 2001, no person, corporation, partnership or other business association shall act in the capacity of a contractor to perform work for which a permit is required unless such person, corporation, partnership or other business association has been duly registered as a contractor by the Building Department.
   (b)   No person, corporation, partnership or other business association shall engage in, advertise for or represent oneself or itself as being in the plumbing, sewer laying, electrical or HVAC contracting business in the City without first obtaining a registration certificate as provided for in this chapter. No person, corporation, partnership or other business association shall be registered unless any such person or entity employs full-time in a supervisory capacity a holder of a registration certificate. A registration certificate holder, whether self-employed or employed by any person, corporation, partnership or other business association, shall actually supervise every installation made by such firm or corporation.
   (c)   No permit required by the provisions of the Building Code shall be issued to anyone other than a properly registered contractor except that the owner of a single, two-family or three- family dwelling need not be registered as a contractor to personally perform work upon the premises occupied by the owner thereof as such owner’s established residence.
