The Board shall have the jurisdiction to approve or disapprove plans submitted to it, and to exercise any and all other powers necessary and incidental to the performance of its duties. All actions of the Board shall be performed in accordance with the provisions of this Chapter and as set forth in the Zoning Code. The actions of the Board shall be final. The Board shall have the power to enact its own rules of procedure and to adopt its own rules, guidelines, and regulations, subject only to the following limitations:
(a) Its quorum shall consist of two (2) or more members.
(b) All its meetings shall be held at the Cleveland Heights City Hall.
(c) Its official action shall require the affirmative vote of two (2) or more members of the Board.
(d) There shall be a standing invitation to the Building Commissioner to attend all meetings of the Board.
