(a) The purposes of the Board are to protect property on which Buildings and Structures are constructed or altered, to maintain the high character of community development, and to protect real estate within this City from impairment or destruction of value. The Board shall fulfill these purposes by regulating according to proper architectural principles the design, use of materials, finished grade lines and orientation of all new Buildings, hereafter erected, and the moving, alteration, improvement, repair, or addition to existing Buildings and by regulating Structures as set forth herein, under rules, guidelines, and regulations published by the Board or contained in the Zoning Code. The Board shall exercise its powers and perform its duties only for the accomplishment of such purposes.
(b) For the purposes of this Chapter, "Building" shall mean any structure having a roof supported by or suspended from columns or walls and which is completely enclosed to serve as a shelter or enclosure for persons, animals, chattels or property of any kind. "Structure" shall mean anything constructed or erected, the use of which requires a fixed location on the ground or is attached to something having a fixed location on the ground including, but not limited to, signs, fences, decks, patios, cellular antennas, or solar panels.
