(a) There is hereby established in the City an Architectural Board of Review ("Board"), with membership as follows:
(1) Three (3) members having the qualifications set forth in Section 1313.02. Each member shall be appointed for a term of three (3) years, or until a successor is appointed, with alternate and successive annual expiration dates .
(2) Two (2) alternate members having the qualifications set forth in Section 1313.02. Each alternate member shall be appointed for a term of three (3) years, or until a successor is appointed, with varying expiration dates.
(b) All members and alternate members of the Board shall be appointed by Council. Vacancies shall be filled for the remainder of unexpired terms in the same manner as the original appointments. Any member or alternate member of the Board shall be subject to removal for cause in the manner provided by the Ohio statutes or by the City Charter.
(c) In case of the absence or disqualification of any member for any reason, the Board Secretary shall request the attendance of an alternate member to serve in the place of the absent or disqualified member so that three (3) members or alternate members are present at every meeting whenever possible.
