All matters relating to the construction, erection, equipment and maintenance of buildings governed by the Ohio Building Code shall be in conformity with accepted good practice. Conformity with rules and regulations of the Ohio Board of Building Standards, the Ohio Department of Commerce and the Ohio Industrial Commission shall be prima-facie evidence of accepted good practice when matters in question are not specifically controlled by the Ohio Building Code.
In case of conflict, the specific shall control over the general and the rules and regulations of the Ohio Board of Building Standards shall supersede the rules and regulations of other state agencies as provided by Ohio R.C. 3781.11(D).
