A Planned Development Overlay District shall be established in accordance with the required procedures for a Zoning Map amendment pursuant to Chapter 1119 upon recommendation of the Planning Commission and shall include development standards pursuant to Section 1147.06, provided that a Development Plan be conditionally approved by the Planning Commission at the time the property is rezoned.
