131.11 SPECIAL CIRCUMSTANCES.
   The Mayor may establish or change vacation, sick leave or other benefits of any employee who is a member of Police, Fire, and Building and Inspectional Services Divisions when such action is necessitated by special circumstances. The Mayor shall advise Council of any action taken pursuant to this section.
