The Mayor shall have the authority to establish vacation, sick leave and other benefits for all permanent part-time members of the Police and Fire, and Building and Inspectional Services Divisions. A "permanent part-time employee" means an employee who is employed on a permanent year-round basis and excludes seasonal employees and student interns.
