(a) All applications for permission to use the recreation pavilion, shall be made to the Mayor or his designee.
(b) Applications shall be in such form and shall furnish such information as shall be required by rules to be promulgated by the Mayor. In specific cases the Mayor may require the furnishing of such additional information, other than that specified in the written rules, as he may deem to be pertinent or necessary.
