(a) No person shall have or give any musical, theatrical or other entertainment, nor shall any military society or other parade, procession, public gathering or meeting of any kind take place in any of the parks. No person shall, in any park or in any facility or structure therein, make any harangue or demonstration, nor shall the speakers stand be used except with the written permission of the Mayor.

(b) No person in any park shall sell, offer to sell or attempt to sell any article of value, without prior permission of the Mayor.
