Except as otherwise provided herein, no person shall possess or consume any intoxicating liquor or beer in any park.
The Mayor may issue a special permit to a responsible person, association or corporation possessing a proper permit from the State for the sale of intoxicating liquor or beer in a portion of a park, provided such permit is issued pursuant to regulations adopted by the Mayor. The Mayor shall adopt rules and regulations safeguarding the interests of the public, providing specific criteria for issuance of such permits.
