(a) The Mayor or designee is hereby authorized in his discretion to have placed on the globe of any street light in the City a shield or spot to divert the rays of such light from neighboring residences.

(b) Any person applying to the Mayor or designee to have a street light shielded or spotted shall pay ten dollars ($10.00) in advance which shall be deposited in the General Fund.
