The Department of Finance established by the City Charter shall keep and supervise all accounts, handle all public moneys of the City, make and collect special assessments, issue licenses, collect license and permit fees and payment of water bills, have control of the funding and payment of the public debt of the City and have custody of the City Seal and all official bonds except that of the Director of Finance and his assistant.
