(a) Provided there is no requested expenditure of City funds other than in-kind contribution of services as a condition of any gift to the City for any lawful public purpose, the Mayor is authorized to accept any gift for such purpose in an amount not to exceed ten thousand dollars ($10,000). The Mayor is authorized and directed to establish and maintain such restricted accounts as may be necessary to separate such gift funds from other City funds.
(b) The Mayor shall periodically report to Council on any gifts made to the City for such purposes.
