(a) The Mayor is hereby authorized and directed to establish rules and regulations governing the conduct and performance of all City employees, and the care, control and use of all City property, provided such rules and regulations are not inconsistent with the Charter and City ordinances.
(b) Such rules and regulations shall be in written form and on file in the office of the Mayor, and may be amended at the discretion of the Mayor.
