(a) Except as specifically provided by the Charter or by legislative act of Council, the duties and functions of departments, divisions or individual employees shall be as prescribed by the Mayor.
(b) The Mayor shall serve as both the chief administrative and chief executive officer of the City. The Mayor shall be the appointing authority for the City, as well as the Director of Public Safety.
