745.15 DRIVER'S LICENSE ISSUANCE; DEFACEMENT; EXPIRATION DATE.
   If upon satisfactory fulfillment of the foregoing requirements and if the Mayor finds such applicant to be a fit and proper person to operate a taxicab or automobile for hire, upon the payment of the license fee hereinafter mentioned, there shall be issued to the applicant a driver's license which shall be in such form as to contain the photograph and signature of the licensee and blank spaces upon which a record may be made of any arrest or of any serious complaint against him. Any licensee who defaces, removes or obliterates any official entry made upon his license shall be punished by the revocation of his license. Drivers' licenses so issued shall be valid to and including December 31 of the year next succeeding their issuance unless previously revoked.
