The Mayor shall report an application for a certificate of necessity to Council. Council shall thereupon set a date for a public hearing upon such application and shall cause a notice of such public hearing to be published in a newspaper of general circulation in the City at least one (1) week prior to the date of such hearing. The Mayor shall investigate the statements contained in such application and report his findings and recommendation to Council before the date of such hearing.
