No person, whether as owner, lessee, manager, occupant or any agent thereof, shall conduct or permit a sale of household goods, equipment, utensils, appliances, personal clothing or effects or other personal property, on any improved or unimproved real property within the City, which is classified as residential by ordinance or has been used for residential purposes in any manner within one (1) year preceding the date of a permit application therefor, without first obtaining a permit from the Mayor or designee and complying with the provisions of this chapter.
