(a) Any person desiring to engage in the business of a peddler or solicitor shall make application in person for a license at the City Hall, upon a form provided by the Mayor or designee. The Mayor or designee shall make such investigation of the character of the applicant and the business to be conducted as he deems necessary to protect the interests of City residents, and may require character references, photographs or fingerprints to be submitted.
(b) Upon approval by the Mayor or designee the applicant shall pay a license fee of fifty dollars ($50.00) per year or fraction thereof.
