Except as otherwise provided in this chapter, no person shall possess, maintain, exhibit, use or make available for use, or permit to be possessed, maintained, exhibited, used or made available for use upon any premises owned by such person or upon any premises in the possession of or under the control of such person, any amusement device, without first obtaining a license as provided for in this chapter.
