The Mayor or designee may, upon application therefor, renew a permit for a going-out-of-business, removal of business, fire and other altered goods sale or sale of a similar character for one (1) period of time only, such renewal period to be in addition to the thirty (30) days permitted in the original permit and not to exceed thirty (30) consecutive additional days, Sundays and holidays excluded, when he finds that:
(a) Facts exist justifying the permit renewal, and that the applicant has complied with the conditions of the original permit, and with the provisions of this chapter.
(b) The permittee has submitted with the application for renewal a revised inventory showing the items listed on the original inventory remaining unsold and not listing any goods not included in the original application and inventory.
