(a) Property Registration. Within ninety (90) days of the passage of this ordinance property owners must register ALL rental properties within the City of Clarksburg at the Code Enforcement Office. Property owners failing to register properties within the ninety (90) day limit will be assessed an Administrative Fee of $200 in accordance with 1712.06 (i) BUILDING PERMIT; USE AND OCCUPANCY CERTIFICATES; FEES AND VIOLATION PENALTIES, and penalties as defined in Section 1712.06 (n) Violation Penalties. Property owners giving false information will be assessed a fine of not less than $250.00 and not more than $500.00 per rental unit in addition to any other fines and fees imposed by these Ordinances.
(b) Initial Application. Application for a Certificate of Use and Occupancy for a rental dwelling unit where none has previously been issued shall be in accordance with Section 1767.05.
(c) Renewal Application. An application for renewal of the existing Certificate of Use and Occupancy shall be filed or scheduled through the Code Enforcement Office at least thirty (30) days before the expiration date of the existing Certificate of Use and Occupancy. Upon receiving an application or scheduling notice for renewal of the Certificate of Use and Occupancy, the Code Official shall inspect the dwelling and shall re-issue a Certificate of Use and Occupancy within ten (10) days following inspection if said unit is found to be in substantial compliance with the current adopted State Building Code, the City Property Maintenance Standards, and the Codified Ordinances of the City of Clarksburg.
(d) Complete a Rental Property Registration Form as follows:
(1) Name of Owner of Record (Business Name/person)
(2) Owner Address
(3) Contact Phone Number (Owner or Property Manager)
(4) City Business License Number
(5) List all rental properties as follows:
A. Physical address
B. Map and Parcel Number
C. Type of unit (single family/multi-family/commercial/mixed rental)
D. Currently occupied (Yes/No)
E. Date of last C/O Inspection
