If solid waste has accumulated at a lot or parcel of land in the City, and the owner(s), or the agent(s) of such owner(s), or the tenant(s) of such owner(s), of said lot or parcel has been notified under Section 958.10 to pay lawful charges for waste collection and to secure the pick-up of solid waste generated at such lot or parcel of land; and said owner(s), or agent(s) of such owner(s), or the tenant(s) of such owner(s), has failed through neglect or refusal to comply with said notice by removing the solid waste within three days, if said notice was hand-delivered, or within five days from the date of mailing said notice, and said notice was posted on the lot or parcel in both instances, the Building Inspector or his duly authorized representative, is hereby authorized to remove such solid waste by using City forces.
