The Code Official, or his duly authorized representative, is hereby directed to notify, in writing, the owner(s), or agent of such owner(s), of any residential unit in a single or multiple family residential structure, commercial establishment, or non-residential unit structure which is occupied in the City:
(a) Upon notice from the private waste collection hauler that such person's waste collection services are to be, or have been, discontinued for non-payment of the lawful charges for such services for any residential unit in a single or multiple family residential structure, commercial establishment; or
(b) Upon discovery by the City that solid waste has accumulated on any lot or parcel of land in the City, the Code Official shall send a notice to the owner(s) to pay lawful charges for waste collection and to secure the pick-up of all solid waste generated at such lot or parcel of land, said notice to be sent by hand-delivery to the owner(s) or to the agent(s) of such owner(s), or to the tenant(s) of such owner(s); or by regular U.S. mail to the last known address of the owner(s), or the agent(s) of such owner(s), or to the tenant(s) of such owner(s); or by posting a copy of said notice on the lot or parcel of land in the City when the notice of violation is either unable to be hand-delivered or returned undeliverable when sent by mail in accordance with International Property Maintenance Code[A] 107.2 and [A] 107.3.
