958.03 SOLID WASTE CONTAINERS.
   (a)   Solid waste to be collected under this article shall be placed in plastic garbage bags when reasonable and deposited into plastic or metal garbage cans, dumpsters, or similar containers. Such garbage bags shall weigh no more than forty pounds when full, and be sufficiently strong for the purpose intended, and free from tears or leakage. All bags shall be securely tied to prevent spillage. All garbage cans shall be water tight, have suitable handles and be equipped with tight fitting covers or lids which shall be kept in place. Garbage cans, dumpsters, or similar containers supplied by an authorized licensed solid waste collection agency are deemed to meet the requirements of this section.
   (b)    Dumpster units shall be required of all commercial establishments or nonresidential unit structures that produce more than one cubic yard of solid waste per week. Dumpster units shall be constructed of durable metal, be watertight and have tight fitting covers. Dumpsters supplied by an authorized licensed waste collection agency meet the requirements of this section.
   (c)   Except when placed for pickup pursuant to Section 958.02, garbage cans, dumpsters, and similar containers are not to be stored in front yards, front porches, or in public view on a regular basis. No person or entity shall store garbage containers in front of the front wall of a dwelling/residence. If there is no other location available for storage, the property owner shall provide a commercial type covered storage cabinet for storage of the containers.
