The actual collection, removal and disposal of solid waste generated within the corporate limits of the City shall be performed either by the City or by a private waste collection hauler that is authorized to operate within the corporate limits of the City. With the adoption of this article, the collection, removal and disposal of solid waste within the City shall be performed by a private waste collection hauler authorized to operate within the corporate limits of the City. Solid waste from residential and nonresidential customers shall be collected at least once each week. The collection of solid waste shall be by Container with curbside service; provided that persons residing in residential units who satisfactorily demonstrate to the private waste collection hauler their inability to place their Containers at curbside shall have backdoor service. Solid waste shall be collected on regularly scheduled waste collection days between the hours of 6.00 a.m. and 7:00 p.m.
Containers shall be placed out for collection no earlier than 5:00 p.m. on the day prior to designated collection date and not later than 6:00 a.m. on such date. Containers, except for
containers of persons entitled to backdoor service, shall be placed as close to a public roadway as practicable without interfering with or endangering the movement of vehicles or pedestrians, or if the customer is not immediately adjacent to a public road, the Containers shall be placed at the closest accessible public alleyway ( such placement/pickup location based upon the public roadway/alleyway, hereinafter, “pickup location"). Containers must be removed from the pickup location and stored in accordance with Section 958.03(c) no later than 9 p.m. on the day of collection. Any person who declines to place solid waste containers at curbside, or backdoor if permitted, may be refused waste collection service.
